Introduction

The ComCare Fund is a commitment from the Government to do more for needy Singaporeans, to ensure that no one will be left behind. ComCare means:
  • More help for the needy. New schemes will be developed to better help needy Singaporeans and their families to be self-reliant.
     
  • Greater decentralisation and more helping hands. Help will be closer to home with community, grassroots and voluntary welfare organisations, including the Community Development Councils (CDCs), Citizens' Consultative Committees (CCCs) and Family Service Centres being the key contact points for those who need help.
     
  • More flexibility in giving help where it is needed. Assistance for the needy will be flexible, and take into consideration the special circumstances faced by needy Singaporeans and their families.
     
  • Simplified and streamlined assistance. Assistance schemes will be streamlined, while the process for getting help will be made simpler and more efficient.
ComCare will comprise three key programme pillars, each covering a specific client group. These programme pillars are:
  • ComCare SelfReliance, which will focus on helping the needy to achieve selfreliance.
     
  • ComCare Grow, which will focus on the developmental needs of children from needy families, to help them break out of the poverty cycle.
     
  • ComCare EnAble, which will focus on helping the needy who require long-term assistance (such as the needy elderly and people with disabilities), to integrate into the community.

Need Help?
 
If you need help, all you need to do is to approach your Community Development Council (CDC), your Citizens' Consultative Committee (CCC) or a Family Service Centre (FSC) near you. The officer there will assess your case, and provide you with the necessary help from the available ComCare programmes.

CCC ComCare Fund
 
Needy residents can approach their CCCs for assistance from the CCC ComCare Fund. The Fund was created in recognition of the important role that community organisations and grassroots leaders have in helping their needy residents.
 
$4 million will be given to the 84 Citizens Consultative Committees (CCCs) to help them set up their CCC ComCare Funds. The CCCs can use this money to help needy residents in different ways depending on the needs of their residents.

Want to set up a programme or service to help the needy?Apply to the ComCare Social Support Projects Fund
 
Under CSPF, $10 million has been set aside to fund new or enhanced programmes that address an existing service gap and benefit the needy in our community. Grassroots, Voluntary Welfare and other community-based Organisations can propose pilot programmes and ComCare will help provide the initial funding.
 
CSPF can help fund up to 50% of the total cost of the project for up to a maximum of 3 years.

  • Kids United by MILK Fund for Beyond Social Services
  • Ang Mo Kio Community Care Network by Ang Mo Kio Family Service Centre
  • TJ Haven by Lakeside Family Centre
  • NUR by Yayasan MENDAKI

The ComCare Connection
 
The ComCare Connection is a programme that will help organisations start employee volunteerism programmes, and assist organisations with established programmes bring more benefits to the community. The ComCare Connection works by helping organisations match their interests and capabilities to voluntary welfare organisations (VWOs) and social enterprises (SEs). With the Connection, organisations will be able to find out how they can best contribute their time, talent and treasure to help the needy. Through The Connection, organisations will be able to develop programmes that help fulfil their corporate social responsibility goals and fully exploit their staff's skills for a good cause.

More information on ComCare

 
Singaporeans who need assistance can get in touch with their Community Development Councils, Family Service Centres, or grassroots leaders for help. Those who do not know who to approach for help can call ComCare Call (1800 222 0000), which can guide callers to the appropriate agency for assistance.
