The Government, the National Council of Social Service and the voluntary welfare organisations administer various transport schemes to help improve the mobility of people with disabilities.

People with disabilities who have acquired a driving licence and who are unable to travel by public transport but need to commute regularly to work can apply to the Government for a waiver of Additional Registration Fee (ARF) and Certificate of Entitlement (COE) for the purchase of cars. (The ARF is the registration fee imposed by the Government for the registration of a vehicle for use on public roads while the COE is the charge on the privilege to own and use a vehicle in Singapore. The instrument of the COE has been implemented to control the car population in Singapore). Applications must be made through the Land Transport Authority.

A Transport Subsidy Scheme, administered by the National Council of Social Service, provides the following assistance:

 Transport Subsidies - which are given to people with disabilities who are of low income and are serviced by the various voluntary welfare organisations. These transport subsidies enable the clients to travel in contracted buses and other modes of public transport to work, school or attend training.

 Taxi Subsidy - which is provided for people with disabilities who have to use taxis as the only mode of travel to and from work or school. The subsidy is give as a percentage of the cost of transport. This percentage is computed based on the monthly net income of working disabled adults, or in the case of students with disabilities, the monthly net household income.

An additional transport scheme to help improve the mobility of people with disabilities is the issuance of car park labels by the National Council of Social Service and a voluntary welfare organisation to cars owned by people with disabilities or owners who need to use their motor vehicle to transport their disabled family members. The parking labels allows them to park in designated lots nearest to an accessible entrance to buildings reserved for disabled drivers.
