An integrated approach is taken in the planning of services and programmes for people with disabilities. These include:

a) Early Intervention Programme for Infants and Children (EIPIC) is provided by voluntary welfare organisations for children with special needs from the age of 0-6 years.
b) Integrated child care programmes (ICCP) for special needs children are provided by selected childcare centres run by voluntary welfare organisations with funding from Government.
c) Special Student Care Centres (SSCC) are available for students with disabilities age 7 to 18 who are studying in mainstream or special education schools.
d) Special Education (SPED) Schools are jointly funded by the Ministry of Education and the National Council of Social Service.
e) Voluntary welfare organisations provide vocational rehabilitation programmes and training for open employment, sheltered and production workshops.
f) Sheltered and production workshops provide job opportunities for those who are unable or yet to secure open employment.
g) Day activity centres provide therapeutic and social activities for those who need a higher level of care, thus providing respite care to caregivers.
h) Hostels and homes are alternative forms of living arrangements for those whose families are no longer able to take care of them.
