The Singapore Government's policy and approach to programmes for people with disabilities are
based on the following emphases:

People with disabilities should have opportunities to achieve their potential and be independent where possible. |
 |
People with disabilities should be integrated in society where feasible and practical. |
 |
People with disabilities are encouraged to live within the community as far as possible and admission into institutions should be the last resort. |
 |
The care and welfare of people with disabilities should be everyone's concern - the family, the community and the Government.

In the provision of services
for people with disabilities, the Government adopts a "Many
Helping Hands" approach, which involves a tripartite relationship
between the Government, the citizenry and the voluntary sector.
The objective is to allow the active participation of everyone in
the care of people with disabilities. In the process, community
support helps to build strong and stable families as well as a caring
and active community.

The Government works closely with the National Council of Social Service (NCSS), the apex body of voluntary welfare organisations in Singapore and other relevant bodies in the delivery of services and programmes for people with disabilities.
In the development of approved services and facilities for people with disabilities, the Government provides grants on a cost-sharing basis of up to 90% for development costs (except for turn-key projects for which the Government pays 100% of the development costs) and 50% for recurrent expenditure. In order to encourage agencies to raise public awareness and highlight the capabilities of persons with disabilities, the Ministry also co-funds Public Education and Caregivers' Programmes on Disability. Other assistance provided by the Government to voluntary
welfare organisations include:

Release of Government premises or state land for the setting up of facilities and extension of financial assistance to help pay the market rental for such premises or land. |

Release of Housing and Development Board premises at non-market rate (subsidised). |
 |
Assistance in recruitment of foreign professionals and workers to help in the operations
of facilities. |

Tax exemptions for donations. |
 |
Free medical treatment to needy residents of Home for people with disabilities.
