Early Intervention Programme for Infants and Children (EIPIC) provides social, educational and rehabilitative services for children aged 0 - 6 years diagnosed to be at risk of having a handicapping condition or special need that will affect his or her development. It aims to increase the developmental growth potential of the child during the child's most critical developmental phase.

Special Education (SPED) Schools provide specialised programmes to meet the education and intervention needs of children with autism, intellectual, sensory and multiple disabilities. Some schools teach mainstream school curriculum while others emphasise self-help skills, functional academic skills, pre-vocational skills and daily living skills. SPED schools also provide therapy, parent support and training services.
