The Government has incorporated
the requirement on the provisions of facilities for people with physical
disabilities into the Building Control Regulations aimed at ensuring
an accessible and barrier-free environment in communal areas and facilities
intended for public use for those with disabilities. Under the Regulations,
all new buildings, which people with disabilities are reasonably expected
to have access to, are required to be designed in accordance with
the
Code on Barrier-free Accessibility in Buildings
to facilitate access to and use of the new buildings and their facilities by people with disabilities.
The
Code on Barrier-Free Accessibility in Buildings, enforced
by the
Ministry of National Development, provides detailed guidelines for
developers, architects and engineers to plan and design special features
in their new building projects. It also requires compliance from existing
buildings undergoing major retrofitting works to help meet the needs
of people with disabilities. The Code, which was reviewed in 2002,
further incorporate features required by the sensory disabled, intellectually
disabled, the elderly and other family friendly features.
