The Social Development Service (SDS) is set up by the People's Association in 1985 to create opportunities for non-university graduates to widen their social boundaries and to meet their lifelong partner.

To date, the SDS has 84,526 members with another 121,470 members already married. Membership is open to all non-university graduate singles between 20 and 40 years old who are Singaporeans or Permanent Residents. Singles pay a one-time administrative fee of $30 to join the SdS.

The SDS organises a wide array of activities and personalised services to promote interaction among members. Activities include overseas trip, overnight camp, dinner and dance, talk cum workshop and life-enrichment course. Some of the personalised services are Computer Matching Service, Surf-A-Friend (making friends through email), Face-2-Face meeting service, SMS-A-Friend (using SMS to make friends), Executive Date (an exclusive dining session), and Mrs Matchmaker (a highly personalised matchmaking service). The SDS also operates a three-storey StarDuS clubhouse which houses sports facilities, function rooms, solemnisation rooms, wedding gift shop, restaurant, nursery and karaoke pub.

One key programme is the Volunteer Development Programme. This programme aims to promote active citizenry and spirit of volunteerism of the singles. It also acts as a channel for like-minded individuals to meet and interact.
