Child Care Centres
Child Care Centres (CCCs) provide full day and half-day care programmes to children below the age of 7 years. Most centres admit children from 18 months onwards. Some centres provide infant care services to children aged 2 months to 18 months. In addition to providing working parents with reliable care services, CCCs have programmes aimed at educating and developing pre-school children through effective early childhood education programmes in a safe and conducive environment.
 
The Ministry licenses child care centres which meet acceptable standards in the Child Care Centres Act and Regulation. Centres are encouraged to involve parents in the centres' activities as observers, volunteers or resource persons. Centres with quality child care programmes recognise the importance of the child's family and work in partnership with parents and families.
 
Operating Hours
Child care centres are required to observe the following operating hours:

Monday - Friday : no later than 7 am to no earlier than 7.00 pm
Saturday : no later than 7 am to no earlier than 2.00 pm

Closure
CCCs are closed on:
 
 Sundays and gazetted public holidays
 half-day on the eve of Christmas, New Year and Chinese New Year.
 another 5 days in a year for the staff to attend relevant training as well as to evaluate, review and plan their programmes.

 full-day care programmes
Some CCCs also provide student care programmes for children up to the age of 14.

Money Matters
Centre-based Infant and Child Care Subsidies
If your child is a Singapore Citizen or a Permanent Resident (PR) infant or child below 7 years of age and attending a licensed child care centre, you are eligible for a monthly centre-based child care subsidy of up to $150.
 
If your child is a Singapore Citizen infant aged 2 to 18 months and is enrolled in an infant care programme in a licensed child care centre, you are eligible for a monthly centre-based infant care subsidy of up to $400.
 
A pro-rated subsidy is also available for infants and children who enrol in flexible care programmes.
 
Centre-based Financial Assistance for Child Care Centre (CFAC)
The CFAC is a child care financial assistance scheme targeted at low-income families with a monthly household income of $1,500 or less. It is provided in addition to the Government child care subsidy. The purpose of CFAC is to encourage mothers from disadvantaged homes to seek or remain in employment and help them pay centre fees.
 
CFAC is administered by the Community Development Councils (CDCs). It is disbursed through licensed CCCs.

Children Development Co-Savings (Baby Bonus) Scheme
The Baby Bonus Scheme, first introduced in April 2001 to defray the costs of raising children, has been enhanced to also benefit the 1st and 4th child born on or after 1 August 2004. The 1st child gets a cash gift, while the 2nd to 4th children will receive both a cash gift and a co-savings matching contribution from the Government. Parents can use the money from the Baby Bonus Scheme to pay for their children's fees at child care centres registered as Approved Institutions.

Family Day Care Service
The Family Day Care Service is a more formalised version of the conventional nanny and baby-sitting services. It provides working parents with an alternative child care option in the form of home-based care by caregivers.
 
This Service is suitable especially for infants and toddlers who require greater individual care and attention. Other than regular day care, the Service also provides care for children on an occasional basis. This flexible care arrangement allows parents to work out mutually acceptable arrangements with the caregiver.
 
MCYS promotes and facilitates the implementation of the Service at the community level through selected child care centres. These centres coordinate training for the caregivers and match them with parents who need their services.

The Association for Early Childhood Educators, Singapore is the approved training agency to conduct Family Day Care Provider course for the caregivers. More details on training of caregivers are available at:

Care and Learn
Parents, grandparents, baby sitters and maids can now attend short training sessions on early childhood care and development. The sessions includes hand-on activities, observation and interactive workshops in English, Mandarin, Malay or Tamil languages.
