| Volunteerism promotes community bonding. When individuals from different walks of life get together for a charitable cause, a sense of fellowship and camaraderie develops. This will inculcate a sense of belonging to the community, strengthens the people sector and the Singapore Heartbeat and ultimately nurtures the development of a gentle and gracious society. As others have observed, the moral test of any society is how it treats its weakest: children, elderly, sick, needy and handicapped. We all have a role to play in making this a reality for our nation. |

The National Council of Social Service (NCSS) is the national coordinating body for voluntary welfare organisations (VWOs). NCSS' mission is to maximise the potential of individuals, regardless of abilities and circumstances, to help them to lead a life of dignity within society. Together with the Government, the VWOs, the grassroots and community organisations and the private sector, NCSS proactively develops and promotes social services and encourage volunteerism for social service.
As the facilitator in the social service sector, NCSS sets service directions, conducts research and programme evaluation, develops good service practice standards, provides consultation and organises service networks for VWOs. The Singapore 21 vision of an active citizenry strengthening the Singapore heartbeat provided the impetus for the establishment of the National Volunteer Centre (NVC) in Jul 2000. It took on an additional role of promoting philanthropy in 2003, and was renamed the National Volunteer & Philanthropy Centre (NVPC). NVPC serves as the national coordinating body to promote giving, whether of time, talent or money, as the means for people to give back to the community.
NVPC's mission is to promote and develop volunteerism and philanthropy at all levels of society, furthering the Singapore 21 vision of an active citizenry. It functions as a first-stop centre and catalyst in promoting volunteerism and philanthropy across all sectors, ranging from the arts & culture to sports, environmental conservation and health, as well as to the social service sector. NVPC functions as a non-profit, non-government organisation, with funding support from the Ministry of Community Development, Youth and Sports.
NVPC is setting up the Community Foundation of Singapore to promote informed and sustained giving. The Community Foundation is a nonprofit institution that facilitates the philanthropy of its donors, by matching them to worthy charitable causes. It does so by pooling its donors' funds into an endowment and making grants from the returns of his endowment to benefit the community.

President's Social Service Award
The President's Social Service Award (PSSA) is a highly prestigious award, conferred by the office of the President of the Republic of Singapore. It honours and recognises outstanding voluntary contributions made to the social service sector. The purpose of this award is to inspire individuals, groups, organisations, and corporations to share their resources, time and expertise to bring about a higher level of community involvement in Singapore. Recipients of the award will have demonstrated long-term (past, present and future) commitment to social service needs of the community and serve as role models for others to emulate.

Friend Of MCYS Award
The Friend of MCYS Award (then known as the Friend of MCDS Award) was launched in 1995. This annual award is presented to individual volunteers or organizations which have made significant contributions to committees or projects under the purview of MCYS.
The volunteers/organizations receiving this award have served in the Ministry's committees for a period of at least two years and have made significant contributions to the success of specific programmes or projects under MCYS.
In 2008, the Award was presented to 7 exceptional volunteers and 1 organisation who had tirelessly served the community. The recipients are Mr Amarjit Singh, Lim Hock San, Dr Sudha Nair, Lim Soon Hock, Yeo Swee Hong, Dr Joan Bergstrom, Mrs June Tham-Toh Syn Yuen and Secret Recipe Cafe Pte Ltd.

Outstanding MCYS Volunteer Award
The Outstanding MCYS Volunteer Award (then known as the Outstanding MCDS Volunteer Award) was launched in 1995 to recognise individuals or groups of volunteers who have contributed significantly to various groups served by MCYS.
The outstanding individuals or groups of volunteers are distinguished by their significant contributions in terms of the amount of time and effort spent on voluntary services. They relate well with the persons whom they are assisting and they have made special contributions towards the success of specific programmes or projects. Above all, the recipients possess qualities which make them exemplary.
In 2008, Pragash s/o Kulasagar and Christy Wong Yik Wei received the Award in recognition of their extraordinary work.
