What is a Voluntary Welfare Organisation (VWO)
An organization that provides welfare services and/or services that benefit the community at large and is not profit-making. There is no legal definition of a VWO, but VWOs are typically registered with the Societies Act or as a trust (under a trust deed).

What is a charity
A charity is an organisation / trust / foundation set up exclusively for charitable purposes. It carries out activities to achieve these purposes.

Charitable purposes can be classified into the following four main categories:
a. the relief of poverty
b. the advancement of education
c. the advancement of religion
d. other charitable purposes which help and benefit the community

How do I register as a charity?
VWOs that want to register as a charity needs to be first formerly registered with the ROS, the RCB, or be established under any written law before they can register as a charity. VWOs that want to register as a charity needs to be successfully registered under the Charities Act with:

On Central Fund Membership

What is a Central Fund Membership?
This is a scheme that allows authorized VWOs to receive tax-deductible donations from individual and corporate donors who have given donations to your VWOs to receive tax-deduction for their donations.

Under this Central Fund (CF) Scheme, authorised CF members shall be able to issue tax-deductible receipts for outright cash donations and share donations from donors.

Who do I register with?
Depending on the activities of the VWO, this Central Fund Membership can be applied through the following agencies:
 Education Fund administered by Ministry of Education
 Health Endowment Fund administered by Ministry of Health
 National Arts Council
 National Council of Social Service
 National Youth Council
 People's Association
 Singapore Sports Council
 Singapore National Olympic Council
 Singapore Environment Council

VWOs-Charities Capability Fund (VCF)

The Government will inject $45 million into the VWOs-Charities Capability Fund (VCF) over the next five years. The fund is intended to further enhance the professional and services capabilities of the VWOs providing social services in Singapore. The National Council of Social Service (NCSS) will administer the VCF.

The VCF provides co-funding for the following :
 Scholarships and Training
 Research
 Consultancy
 Pilot Projects
 Information-Communications Technology (ICT)
 Infrastructure and applications

Selection of Social Service Providers

From January 2004, all organisations seeking funding from the Ministry of Community Development, Youth and Sports (MCYS) to run any of the MCYS' approved facilities will be evaluated based on the Open Selection System which has been implemented for selection of service providers of Family Service Centres and Neighbourhood Links since 1999. The selection process enables more people/interested groups to know of the opportunities in the social service and community sector, and ensures an objective way of selecting providers of social services. list of MCYS approved facilities.

There are three key components in the open selection process :
a) Open Invitation of proposals
When the needs for programmes or facilities are identified, notification will be placed in newspapers and MCYS or respective CDC websites to invite potential service providers to the briefings (if necessary) or to submit proposals to run such facilities. These notices will be put up on the first Friday of the month in the Straits Times and Lianhe Zaobao as well as the MCYS or respective CDC website.
 
b) Selection Panel
Potential service providers will be asked to submit their proposals to run such programmes. These proposals would be evaluated by a selection panel chaired by MCYS and comprising relevant representatives from the National Council of Social Service (NCSS), Community Development Council (CDC) and the Citizens' Consultative Committee.
 
c) Selection Criteria
Evaluation of the proposals will be based on a set of selection criteria including programme and management soundness. The proposals will also be evaluated based on criteria specific to that particular programme or facility. These general and specific criteria will facilitate the selection of appropriate and effective service providers. Please visit to view the general criteria .
