Giving Support: Nurturing Our Youth
Supporting At-risk Youth
STEP-UP (School social work To Empower Pupils to Utilise their Potential) is a school-based social work initiative where schools tie up with Voluntary Welfare Organisations (VWOs) to run different types of programmes including counselling, family education and life-skills training. It aims to strengthen students' social and emotional resilience, as well as help parents and teachers better manage and support at-risk students.

Supporting Out-of-school Youth
An average of about 1,200 children and youths drop out of school each year. Most out-of-school youths (OSYs) drop out usually due to a loss of interest in academic studies. At the same time, several of these youths have expressed interest in seeking employment.
 
While the number of out-of-school youth is small, it is necessary to ensure that they acquire the skills to lead meaningful lives and contribute to society. Youth Link is a new programme initiated by MCYS, supported by Ministry Of Education (MOE) and administered by National Youth Council (NYC). It is a pilot programme to help develop the potential of out-of-school youth (OSY) and reach out to students who stay away from school without permission (with less than 50% attendance rate) for more than 1 month and less than 1 year (truants). This programme is fully-subsidized.
